Zou Lei Makes Inspection Tour of Buka Solar PV Project and Central Asia Representative Office

Zou Lei, Chairman of China Datang, made an inspection tour of China Datang's Buka Solar PV project in Uzbekistan on Sept. 21, visiting the frontline staff of the project and proposing clear requirements for the next steps of the project.

Li Jianwei, Vice President of China Datang, and Sun Guojun, Vice President of Dongfang Electric Corporation (DEC), also participated in the inspection.

At the construction site of the Buka Solar PV project, Zou received a briefing from the project's preparatory office on the construction plan and first-phase preparations, and inquired in detail about the local wind and solar resources, land resources, and project construction arrangements, among other specific aspects of the project.

During his trip, Zou held talks with Bakhtiyor Begmatov, the governor of Buka district in Tashkent region, Uzbekistan. The two sides had in-depth discussions on cooperation in new energy projects in the Buka district. 

Zou expressed gratitude to the governor for his efforts and contributions to the progress of the project, and introduced China Datang and the overall business development of China Datang's projects in Uzbekistan to him. 

Begmatov briefed Zou on the economic and social development of Buka district, and thanked China Datang for its contributions to promoting the economic development of the district. He promised full support for Buka Solar PV project in its commencement of construction and other tasks.

After observing pile testing on site, Zou attended a meeting on the progress of the Buka Solar PV project. During the meeting, he listened to progress reports from the project's preparatory office and construction companies.

Zou pointed out that exchanges and cooperation between China and Uzbekistan in various fields such as economy, trade, investment, connectivity, and new energy have continued to deepen, while the China-Uzbekistan all-weather comprehensive strategic partnership for a new era has been constantly developing in recent years. As one of the earliest countries to support and participate in the Belt and Road Initiative (BRI), Uzbekistan’s demand for electricity is rising, driven by rapid economic and social development. Uzbekistan is accelerating the development of green and clean energy for its energy structure transition. Accordingly, the Buka Solar PV project invested by China Datang in Uzbekistan is of milestone significance.

As the first overseas new energy project undertaken by China Datang, the Buka Solar PV project plays a critical role in China Datang's efforts to gain a foothold in Uzbekistan, Zou said. He urged relevant personnel to fully coordinate international and domestic resources to ensure the successful completion of the project, to build the project a high-standard, high-quality overseas new energy project and a demonstrative project of friendly cooperation between China and Uzbekistan, thus demonstrating China Datang's capabilities and responsible attitude through practical actions and laying a solid foundation for the development and construction of future projects in Uzbekistan.

Zou emphasized the project should have a clear progress plan with specific and measurable targets, and encouraged the project team strive to achieve early grid connection and power generation for the project, showcasing China’s high efficiency.

The project should seek for excellence in every way, showcasing China Datang's spirit of excellence.He asked the project team to make every effort in ensuring safety for construction workers and high construction quality while meeting new requirements for environmental protection; to deliver an excellent project that showcases industrial beauty as well as the craftsmanship spirit and high standards of China Datang; and to create a high-quality project that harmonizes with nature and is recognized as the best new energy project in Uzbekistan. 

The project should adhere to Inherent Safety by putting people first. During the implementation of the project, the project team should maintain a safe work environment and convenient living environment, highlighting caring for employees.

Zou visited the staff stationed at China Datang's Central Asia Representative Office and the Buka Solar PV project in Uzbekistan on Sept. 22. 

He inspected the working and living conditions of the employees, learned about work related to such aspects as project development, green development, sci-tech innovation, risk prevention and control, and had face-to-face exchanges with the staff members working in Uzbekistan, by listening to suggestions and opinions from both Chinese and Uzbek employees, and putting forward requirements for further promoting the high-quality development of China Datang's overseas operations.

Zou emphasized, we should actively implement the BRI by carrying out practical cooperation and achieve objectives and targets set at China Datang's meeting on international operations. 

We should strengthen strategic guidance and formulate a well-designed plan for China Datang's business development in the Central Asian region during the 2026-2030 period, so as to achieve solid results in China Datang's "second entrepreneurial journey" toward a greater international presence. 

We should deliver a high-quality project in Uzbekistan, and build a good image of China Datang in Central Asia through high efficiency in infrastructure construction and first-class project quality. 

We should coordinate work of various parties to ensure systematic planning for the establishment of the Silk Road Energy Joint R&D Center, which is expected to provide strong support for the development of China Datang's business in Central Asia. 

We should enhance team building abroad, in a bid to boost their enthusiasm and ambition for accomplishing new achievements through practical actions.

Representatives from China Datang General Office, International Business Department, China Datang Overseas Investment Co., Ltd., Central Asia Representative Office, and the preparatory office of the Buka Solar PV project, as well as relevant personnel from DEC, also participated in the above-mentioned activities.

Located in Buka district, Tashkent region, Uzbekistan, the 263,000-kilowatt Buka Solar PV project is China Datang's first project in the Central Asian region. It is expected to provide strong support for the energy supply of Tashkent, the capital city of Uzbekistan.
