From April 20 to 22, Boao Forum for Asia Annual Conference 2022 was held in Boao, Hainan. CDT Vice President Liu Guangying attended the opening ceremony.

On April 21, Liu Guangying was invited to attend the "dialogue Hainan" subforum hosted by the people's Government of Hainan Province and delivered a speech on behalf of central enterprises on issues such as the construction of ecological civilization and the coordinated progress of ecological value and enterprise development. He said that as a super large state-owned energy enterprise, China Datang took the initiative to serve the national strategy, regarding Hainan as a strategic location to promote high-quality development to carry out environmental protection, application of renewable energy and technology and construction of green and low-carbon circular development industrial system.

During this period, Liu Guangying held talks with Shen Danyang, member of the Standing Committee of the CPC Hainan Provincial Committee and executive vice governor of Hainan Province, as well as the main heads of departments and bureaus such as the state owned assets supervision and Administration Commission of Hainan Province. He had in-depth exchanges and reached consensus with them on a number of issues such as clean energy development, international trade and international energy services in Hainan Province and the prospect of CDT to increases investment and development in Hainan Province.

On April 22, Liu Guangying and relevant leaders of Dongfang Electric and Power China met with Yang Xiaohe, member of the Standing Committee of Hainan provincial committee and Secretary of Danzhou municipal Party committee. The four sides conducted in-depth exchanges and reached consensus on central enterprises' assistance in the construction of Hainan free trade port, accelerating the construction of Yangpu offshore wind power industrial park and the development of offshore wind power resources. The three central enterprises stated they would resolutely shoulder the responsibility of central enterprises to help Hainan free trade port construction, actively promote the transformation and upgrading of energy structure, and jointly promote the transformation and development of clean, green and low-carbon energy in Hainan.

After the meeting, Liu Guangying, together with the main leaders of Danzhou municipal Party committee and government, attended the commencement of Hainan Yangpu Offshore Wind Power Industrial Park jointly built by China Datang, Dongfang Electric and Power China and delivered a speech.
